Where Are The Safety Belts?

CHARTER BUS CRASHES: In response to some high profile bus crashes, the California Assembly has passed a "safety bill." That's progress, but there's no mention of passenger seat belts for motorcoaches. Isn't that the real issue? -- M.R.
